网传中国景洪水电站泄洪完全是谣言不属实

经核实,中国有关水电站近期一直处于常规调度,出库流量平稳,所谓泄洪的消息完全是谣言。事实是,考虑到老挝等下游国家近期降水量大、水位上升,中国有关水电站不仅没有“泄洪”,还专门调低了出库流量,远小于历史同期(仅为水库建成前平均流量的30%),近期老挝洪水主要由老挝境内降雨引起。
中方出境水量仅占澜湄流域多年平均径流量的13.5%,对下游水量影响有限。中方有关水电站建设运行以来,有效发挥“调丰补枯”积极作用,在大洪水时,调蓄部分洪水放在水库里,到枯季再进行补水下泄,一方面减轻下游防洪压力,另一方面也在枯水季节满足沿岸民众用水需求。
在水电站检修等特殊情况下,中方会提前向下游国家和湄委会通报水电站调度信息;在下游遭遇大洪水或极端干旱时,中方也曾做出临时特别安排,帮助缓解下游灾情。

We have noticed that the online social media has recently spread the news of the so-called large-scale flood discharge from China's Jinghong Hydropower Plant affecting Laos. It has been verified that the relevant Chinese hydropower plants have been operating under regular schedules recently, and the flow from the reservoirs has been stable, and the news of the so-called flood discharge is completely a rumor.
In fact, considering the recent heavy rains and rising water levels in Laos and other downstream countries, China's hydropower plants not only did not release flood water, but also deliberately reduced the flow rate, which is much smaller than the same period in history (only 30% of the average flow rate of the reservoirs before they were built), and the recent floods in Laos were mainly caused by rainfall in Laos. Water discharge from the Chinese side accounts for only 13.5% of the multi-year average runoff of the Lancang-Mekong River Basin, which has a limited impact on downstream water quantity.
Since the construction and operation of the relevant hydropower plants, the Chinese side has effectively played the positive role of "adjusting abundance to compensate for dryness", storing some flood water in the reservoirs during major floods and then replenishing the water to be discharged during the dry season, which on the one hand reduces the pressure of downstream flood control and on the other hand meets the water needs of coastal people during the dry season. Under special circumstances, such as the maintenance of hydropower plants, the Chinese side will inform the downstream countries and the Mekong Committee of the hydropower plant schedule information in advance; when the downstream area is affected by a major flood or extreme drought, the Chinese side has also made temporary arrangements for the release of water.
